Seminar on Developing a quality assurance system in training programs of the School of Advanced Education Programs in the direction of ACBSP

On the morning of November 5, 2022, the School of Advanced Education Programs held a Seminar on “Develop a quality assurance system in training programs of the School of Advanced Education Programs and POHE in the direction of ACBSP” in Ha Long city.

The seminar had the participation of Assoc. Prof. Dr. Bui Huy Nhuong – Vice President; Prof. Dr. Tran Tho Dat – Chairman of Science & Training Council, Head of Management Board of Advanced Education Programs; Dr. Nguyen Huu Dong – Deputy Secretary of the Party Committee, Chairman of the University’s Union; Dr. Vu Van Ngoc – Dean of the School of Advanced Education Programs; Dr. Dam Son Toai – Head of Education and Accreditation Department; MSc. Bui Duc Dung – Head of General Department; and leaders of units, departments and teachers, officials and employees of the School of Advanced Education Programs.

At the opening, Assoc. Prof. Dr. Bui Huy Nhuong – Vice President of the University appreciated the School of Advanced Education Programs for very early implementation of building a quality assurance system according to ACBSP standards. The Vice President stated that they were the best international accreditation standards for educational institutions currently. The construction of an accreditation system is not only a mandatory regulation but also a requirement for universities to improve the quality in administration and training. Assoc. Prof. Bui Huy Nhuong also praised the School for taking the lead and pioneering in implementing and applying quality standards in the University in general.

Speaking at the Seminar, Prof. Dr. Tran Tho Dat said that the results achieved by the School of Advanced Education Programs today were from the great determination and efforts of the entire staff, officials and lecturers of the University and the School. Professor Tran Tho Dat also recalled the difficulties in the early days of implementation, but with the initiative and efforts of the School’s leadership, until today the School has become the leading unit of the University as well as a leading unit in Vietnam as the School achieved the accreditation for its 10 training programs. “I am sure AEP will be a typical unit leading the University in building an accreditation system according to international standards. I hope that, with the experience of 10 ACBSP-certified programs, the School’s plan to receive the accreditation for the next 8 programs will be more successful than expected,” said Prof. Dr. Tran Tho Dat.

At the seminar, Assoc. Prof. Dr. Bui Huy Nhuong – Vice President of National Economics University also briefly introduced “Draft: Accreditation of higher education of National Economics University in the period of 2021 – 2030”. The Vice President of National Economics University said that the implementation of accreditation had always been interested in, invested and implemented by the University’s leaders. In the development strategy, the University also placed the issue of building an accreditation system in the new phase as a priority, and the current and future goal of the University. The Vice President also summarized 3 target groups, 6 strategic groups of accreditations and a system of solutions and implementation roadmap to continue building an accreditation system according to international standards.

According to Dr. Dam Son Toai – Head of Education and Accreditation Department, in order to succeed in accreditation, National Economics University must carry out activities to ensure quality and improve education quality towards the strategic accreditation standards by prestigious international organizations, therefore, the analysis and synthesis of accreditation toolkits will help the University clearly identify specific goals, solutions and resources for the University’s activities.

During the seminar, Dr. Vu Van Ngoc – Dean of the School of Advanced Education introduced 10 programs granted the ACBSP certificate in 2021. According to Dr. Vu Van Ngoc, the accreditation implementation of 10 training programs of AEP according to ACBSP standards was remarkably difficult because the requirements were extremely strict as they are based on the criteria by prestigious education training programs. However, thanks to the efforts of the staff of the School of Advanced Education Programs and the University’s leaders, the support of the pedagogical team of the University, 10 training programs of the School were certified by ACBSP. Based on that success, the School will continue to implement AACSB and ACBSP for all training programs of the School.

According to Dr. Luong Thu Ha, one of the important contents of education accreditation is the training program. The development of a training program that ensures accreditation standards is the suitability of the training program for learners, with elements that meet requirements and clear goals.

Also at the seminar, Dr. Pham Dan Khanh – Deputy Director of the School of Advanced Education Programs delivered the speech on “Building and assessing learners’ qualifications according to ACBSP standards”. Regarding the structure of the training program, he stated that the courses must be designed to combine and reinforce each other, while showing the breadth, depth and connection of courses. For the expected learning outcomes, Dr. Pham Dan Khanh said that declaring expected learning outcomes is significant as it is the commitment of the training institution’s goals and training quality. Based on the expected learning outcomes, it is possible to develop training and teaching methods to ensure the achievement of targets, and meet the requirements of quality accreditation; and MSc. Nguyen Bich Ngoc – from the School also presented her essay on “The current situation of evidence collection on data of officials and lecturers during the ACBSP process at the School and some recommendations”. MSc. Nguyen Bich Ngoc said that evidence collection for accreditation was also an important job and required a lot of detail because ACBSP’s requirements are extremely strict. To achieve the ACBSP certificate, institutions must meet 6 standards in terms of training programs, facilities… and there is a criterion 5 relating to cadres and lectures. Also according to MSc. Nguyen Bich Ngoc, it is very difficult to collect evidence for each standard as there are many evidence that are difficult to exploit or are scattered in many different departments.

At the ending of the seminar, Dr. Vu Van Ngoc – Dean of the School of Advanced Education Programs thanked the leaders of the University for their interest and support for the School to successfully implement 10 training programs and organize the Seminar. Dr. Vu Van Ngoc also summarized some of the ideas exchanged during the seminar. The seminar ended on a positive note in the morning of the same day in Ha Long city, Quang Ninh province.
